Hi, I just wanted to help english-speaking users to get past the confusion around BF1918.
First of all the answers you might be looking for are:
YES, the mod is still work in progress. There will be a version 3.1 in the future.
YES, there are still people who play this (see sunday-night games for example)
YES, there will be more and BETTER bot supported maps.
THIS is where the mod team is situated at nowadays.
Unfortunately it seems to be majorily consisting of germans.
That means that english news are rather scarce, but there is a FORUM there and it's quite more active than this one here.

what happened to BF1918/2, the BF1918 for Battlefield 2?!
It's gotten discontinued. Rather recently a czech team dug up all the old stuff of it and is now doing a similar mod for BF2.
